The method includes: obtaining a transmission container bandwidth; and adjusting a delivery cycle of a bandwidth delivery stage and a delivered bandwidth of each delivery cycle according to a preset set of bandwidth thresholds and the transmission container bandwidth, where the preset set of bandwidth thresholds include at least two bandwidth thresholds and a delivery cycle corresponding to each bandwidth threshold. Through the technical solutions in the embodiments of the present invention, the delivered bandwidth can be managed effectively, so as to improve the bandwidth utilization and the data transmission efficiency.
