The method includes: acquiring information about a candidate cell for a mobile terminal; and determining the candidate cell as a target cell for the mobile terminal if the candidate cell is a preferred cell determined according to cell statistic information, where the cell statistic information includes: specific information about a cell having served the mobile terminal and specific information about the mobile terminal in the cell having served the mobile terminal. According to the solutions provided in the embodiments of the present invention, a proper target cell may be determined for a mobile terminal, thereby avoiding a large number of handovers and reselections and saving network resources.
