Providing a simulated network can include collecting a number of network parameters for a plurality of locations and determining an application frequency of an application for the plurality of locations. Furthermore, providing a simulated network can include providing a simulated network with the number of network parameters to a number of testers of the application, wherein the number of network parameters are provided proportionally to the application frequency.
