The charging apparatus includes a charging certification unit receiving certification information of the electric vehicle, a power measurement unit generating power consumption information as a result obtained by calculating an amount of power consumed for charging the electric vehicle, and a communication unit transmitting the certification information to a certification server, and transmitting the power consumption information to a cost claim server.
