An output of the storage battery is supplied to the load. The fuel-cell-output-controller is configured to control the output of the fuel cell. The remaining-capacity-detector is configured to detect a current remaining capacity in the storage battery. The fuel-cell-output-controller is configured to determine and control a reference output value for the output of the fuel cell in accordance with a change in the current remaining capacity in the storage battery, and configured to increase the reference output value as an output of the load becomes higher referring to a state of the output of the load for a specific period of time.
