A determination unit determines, based on constraining condition information indicating whether or not a reset target circuit block can perform the reset operation simultaneously with another circuit block in which the reset operation is underway, whether or not to instruct the reset target circuit block to perform the reset operation according to the request. An instruction unit instructs the reset target circuit block to start the reset operation according to the request when the determination unit determines to instruct the reset target circuit block to perform the reset operation.
