The method includes: determining an extra resource block existing in a wireless resource, where the extra resource block is a resource that cannot be identified by a long term evolution system; configuring transmission power of a resource element in the extra resource block according to a power configuration rule; and sending a signal on the resource element in the extra resource block according to configured transmission power. With the preceding technical solution, an extra resource block can be used for transmitting a signal, so that a resource utilization rate may be improved.
