The first reception quality and the second reception quality are measured by one or more UE that are in radio communication with the another eNB. A control unit (12) accepts a call associated with UE which satisfies a first condition that the first reception quality is higher than the second reception quality in preference to a call associated with UE which does not satisfy the first condition. Alternatively, the control unit (12) accepts a call associated with UE which satisfies the first condition and a second condition that a difference between the first reception quality and the second reception quality is equal to or larger than a first threshold in preference to a call associated with UE which does not satisfy the first condition or the second condition.
