The mobile terminal detects a signal having the frequency; and requests, in a case where a broadcast signal transmitted from the base station is undetectable, the base station to increase a transmission power to a range that a signal does not reach a service area of the primary system, based on a location of a wireless transmitter of the primary system, a location of the base station of the wireless communication system, and a location of the mobile terminal of the wireless communication system. The base station increases the transmission power to the range that the signal does not reach the service area of the primary system in case of receiving the request to increase the transmission power.
