The communicating unit communicates with a battery storage system. The communication frequency deciding unit decides a collection frequency of Information related to the battery storage system according to a state of the battery storage system. The information collecting unit collects the information from the battery storage system at the collection frequency decided in the communication frequency deciding unit. The charge/discharge managing unit controls at least one of charge and discharge of the battery storage system based on the information collected in the information collecting unit.
