Furthermore, the storage unit stores importance information indicating the importance of an element. If a detection unit detects that the communication environment has degraded, the selection unit selects, for an element selected based on the importance information stored in the storage unit, a data format having a lower quality specified format than the format specified by the data format currently selected.
