In some examples, a handover management system may include a grouping unit configured to make a group of one or more mobile devices to move together over a predetermined distance, each of the mobile devices operating either in an active state or in an idle state; and a message generation unit configured to generate a first message, wherein the first message enables at least some of the mobile devices receiving the first message to operate either in the active state or in a deep idle state.
