A base station of the first communication system transmits, to the communication terminal, a threshold value in accordance with an elapsed time is measured from a first point in time at which the communication terminal previously enters a second communication area that is an area of the second communication system to a second point in time at which the communication terminal previously exits from the second communication area to a first communication area that is an area of the first communication system.
