The status-transition-frequency input unit receives an input of a status transition frequency of a job executable by a device. The job status unit simulates a status transition of the job based on the status transition frequency. The job-status simulating unit makes a transition of a status of the job based on the status transition by the job status unit as a simulation. The error-occurrence-rate input unit receives an input of an error occurrence rate of the job. The device alert unit makes a transition of a status of the device based on the error occurrence rate as a simulation.
