The collection part collects a chronological change of the radio wave intensity in the terminal ID concerned with the unit ID. The calculation part calculates the flow line that the user moved in the area of the wireless unit and the flow time when the user stays on a part of the flow line. The estimation part estimates action information indicating that the user did actually on the area of the wireless unit. The analysis part analyzes the user's attribute information including the user's preference based on the user's action information and the installation attribute information.
