The UE 100 performs UE-initiated scheduling of deciding allocation radio resources that are radio resources used for the D2D communication from among target radio resources reserved in a serving cell in which the D2D group exists and a neighboring cell adjacent to the serving cell when the D2D group is detected to be in a high-speed moving state.
