The information generating unit sets first to N-th target periods different from each other with respect to the first to N-th groups and to generate first to N-th requests for requesting the travelling apparatuses to restrain electric charges from being performed during the first to N-th target periods. The transmitting unit respectively transmits the first to N-th requests to the travelling apparatuses belonging to the first to N-th groups before starts of the first to N-th target periods.
