The deflector includes a foil configured to provide a lift force; first and second bulbs attached to opposite ends of the foil; and a joint attached to the foil and configured to receive the cable. The first and second bulbs are offset by a predetermined distance from a plane that extends through the foil, and at least one of the first and second bulbs has a longitudinal axis that makes an angle (θ) with a cord of the foil, the cord extending in the plane.
