In one embodiment, a UE measures a characteristic parameter of a cell to be measured, and then obtains movement information of the UE according to a change of the characteristic parameter within a predetermined time. In this way, the UE can send the movement information to an access network device and the access network device executes a movement-related operation according to the movement information.
