The instructions comprises receiving an announcement message comprising a proximity-based service (ProSe) Application Code comprising a public land mobile network (PLMN) identity; receiving system information comprising a plurality of PLMN identities; setting a monitored PLMN identity to the PLMN identity, if the plurality of PLMN identities comprises the PLMN identity; and transmitting a match report message comprising the monitored PLMN identity.
