The method includes: receiving a service message sent by an application server, where the service message includes: a service notification, a user attribute, and a first application identifier; obtaining a terminal state level table according to the first application identifier and the user attribute; screening, according to the service message, the terminal state level table for n user equipments of which a terminal state level is greater than or equal to a preset state level, as a target user equipment; and sending the service notification to the target user equipment.
