The apparatus includes a storage unit configured to store a plurality of set values corresponding to at least one factor used for a quality measurement of a communication signal line, and a controller configured to transmit a plurality of test signals respectively corresponding to the plurality of set values to a signal receiver connected to the communication signal line and receive a plurality of regression signals respectively corresponding to the plurality of transmitted test signals from the signal receiver. The controller determines a set value of the factor based on the plurality of received regression signals and transmits a signal to the signal receiver based on the determined set value of the factor.
