The allocating time acquisitor acquires an allocating time at which the VMM allocates a resource allocation amount to a VM. The usage amount meter measures a resource usage amount of the VMM at the allocating time. The allocation amount calculator calculates an allocation amount based on a usage amount. The allocation amount setter sets an allocation amount to a VMM at a setting time which is a predetermined time before an allocating time.
