The content delivery system includes a content management server, a survey server, and a database server that are communicatingly connected with a plurality of user devices. The database server includes a plurality of databases that are organized in a tiered memory such that prioritized data is placed in memory tier having faster components and non-prioritized data is placed in a memory tier having relatively slower components. The content distribution system can generate an evaluation and evaluation data by identifying a cohort for receipt of the evaluation, compiling the evaluation, and receiving evaluation results.
