The specifying unit specifies a destination terminal to which a file stored in a data memory is to be transmitted. The network determining unit determines a communication network, among the plural communication networks, via which the file is to be transmitted to the destination terminal. The transmission controller prohibits transmission of the file to the destination terminal in a case where a security level set to the file is higher than a security level set to the communication network determined by the network determining unit.
