The method includes, encoding, by a first and a second encoder, data in respective first and second PLPs (Physical Layer Pipes); combining the encoded data in the respective first and second PLP by a combiner, wherein each of the first and second PLP belongs to a respective first and second layer. The code rate of the first PLP is different from the code rate of the second PLP. Time interleaving the combined data according to a first or second mode. Building at least one signal frame including the time interleaved data. Frequency interleaving data in the at least one signal frame. Modulating the frequency interleaved data in the at least one signal frame, and transmitting the broadcast signals having the modulated data by a transmitter.
