The inner part has an upper portion for covering and compressing at least a portion of a mid-section of a wearer above a waistline of a wearer and a lower portion for covering a groin of a wearer and limiting upward movement of the inner part. The outer part is attached to the inner part and overlaps at least a portion of the lower portion.
