The base build-up layer has a Shore hardness of 60 or higher and includes an iron-based build-up layer that contains, in terms of mass %, 0.4-1.0% of C, 2.0% or less of Si, 3.0% or less of Mn, 1.0-15.0% of Cr and 0.5-5.0% of Nb.
