The apparatus determines a subset of subchannels for a first cell, the subset of subchannels configured to reduce interference to at least a second UE in a second cell, determines whether a first UE in the first cell is interfering with a second UE in a second cell, and allocates at least one subchannel to the first UE from the subset of subchannels when the first UE in the first cell is interfering with the second UE in the second cell.
