Abstract: PROBLEM TO BE SOLVED: To provide technology and a device for encrypting information with a system for providing an escrow guarantee. SOLUTION: According to one aspect of this invention, a message is encrypted and an authority proof indicating that encrypted message is the message of a type permitted to be decrypted by a single or a plurality of escrow authorities is related to the corresponding message. Each of at least one part of sets of servers belonging to a network is integrated with a module for checking the authority proof when passing the corresponding encrypted message through the corresponding server. Therefore, concerning the encrypted message, the authority proof related thereto is checked by the designated check module in at least one server inside the relevant network when that encrypted message is transmitted through the network.
