Abstract: The present invention relates to a system and method for detecting inactive virtual servers. The system (100) is able to optimise cloud environment resource utilisation by detecting inactive virtual machine based on server access and network services. The system (100) comprises a physical server (10) and a host virtual server (30). The host virtual server (30) includes an inactive server verifier system or ISVS Recorder (11) to store a list of inactive virtual servers (20); an ISVS Analyser (12) to analyse server access and network services based on the log analysis method to determine system status; and an ISVS Rulebank (13) to provide list of applications and log analysis method. The physical server (10) comprises an ISVS Agent (31) to provide preliminary analysis for active user activities, scan for running network services and provide system and application services log information.
