A camera−integrated video recording and reproducing apparatus for controlling target information amount according to the content and characteristic of dynamic images to be picked up, and a record control method thereof. A target information amount control microcomputer (7) performs predetermined compression coding to dynamic image data from a filter operating unit (4) by controlling a coding compression device (10) at the target bit rate, and forms a coded bit stream, and supplies a specific filter coefficient to the filter operating unit (4) to convert dynamic image data to data of resolution suitable for coding.

A target information amount control microcomputer ( 7 ) controls an encoding and compressing apparatus ( 10 ) by a target bit rate to carry out predetermined compressive encoding on the animated image data from a filter computing unit ( 4 ) so as to create an encoded bit stream. The filter computing unit ( 4 ) is given a filter coefficient to convert the animated image data into data of a resolution that is suited for encoding.

A video signal processing apparatus for performing editing of video signals includes a memory (11) into which one field or one frame of a moving picture video signal from a video camera (1) is written and a crossfading circuit (12), wherein a still picture of the video signal is written in the memory (11) at a selected time or at a time the video camera (1) stops operation. Thereafter, when the video camera (1) resumes operation, the contents of the memory (11) are read out, so that the real moving picture video signal being currently provided by the video camera (1) and the previous still picture video signal read out from the memory (11) are crossfaded. The video signal processing apparatus can also cooperate with a video tape recorder (5) for storing in the memory (11) a still picture derived from the video tape recorder (5), so that when the video camera (1) starts its operation, the real moving picture video signal produced by the video camera (1) and a still picture video signal from the memory (11) are crossfaded.
