PROBLEM TO BE SOLVED: To provide a method and apparatus for enhancing resource utility rate in a wireless communication system. SOLUTION: The method includes: a step of generating at least one control message and receiving at least one data message; a step of combining at least one control message, at least one data message, and a header having a plurality of fields indicating information on at least one control message and at least one data message each for forming as a packet; and a step of transmitting the packet.
