A method for handling a missed rank report during a tune-away period is provided. The method can include a wireless communication device tuning away from a first network to a second network for a tune-away period; returning to the first network from the tune-away period; determining that a scheduled rank report was missed during the tune-away period; generating a Channel State Indicator (CSI) report based on a previously defined Rank Indicator (RI) value known to the first network in response to missing the scheduled rank report; and sending the CSI report to the first network.

QoS based uplink data buffering while TTI bundling is enabled by a wireless user equipment (UE) device. The UE may establish a packet-switched connection with a network via a wireless link. The UE may receive, at a media access control (MAC) layer, an indication to enable TTI bundling. The UE may selectively buffer uplink data at an application layer based on the indication to enable TTI bundling. The uplink data may be buffered selectively based on Quality of Service (QoS) considerations. Uplink transmissions may subsequently be performed using TTI bundling.

A method performed by stations to transfer call sessions between different access networks. The methods include transmitting, by a first station to a second station, an invite to join a voice call on a first radio access network (RAN), receiving, by the second station, the invite, generating, by the second station, a response to the invite, determining, by the second station, that the response cannot be successfully transmitted to the first station, associating, by the second station, with a second RAN, generating, by the second station, a message indicating the second station has associated with the second RAN, transmitting, by the second station, the message to the first station, retransmitting, by the first station, the invite to join the voice call, receiving, by the second station, the invite on the second RAN and setting up the voice call between the first station and the second station.

A method for offloading a video portion of a video call form a cellular network to a WLAN is provided. The method can include a wireless communication device participating in a video call with a remote device over a connection between the wireless communication device and a cellular network. The video call can include a first video stream carried over a first bearer on the cellular network and an audio stream carried over a second bearer on the cellular network. The method can further include the wireless communication device establishing a connection between the wireless communication device and a WLAN; performing a call setup procedure with the remote device to establish a second video stream over the WLAN; terminating the first video stream; and using the second video stream and the audio stream to continue the video call.

Reducing power consumption for cellular broadcast communication by a wireless device. A cellular communication channel for cellular broadcast messages may be monitored in a discontinuous manner according to specified cellular broadcast scheduling periods. Between each pair of cellular broadcast scheduling periods, the wireless device may operate in a reduced power state. During each cellular broadcast scheduling period, at least a cellular broadcast scheduling message may be received. If all scheduled cellular broadcast messages are received prior to an end of a cellular broadcast scheduling period, the wireless device may operate in the reduced power state for the remainder of that cellular broadcast scheduling period after all scheduled cellular broadcast messages are received.

A connection with a network that includes a base station (BS) may be established by a user device (UE) via a wireless connection, for conducting communications using semi persistent scheduling (SPS) in a connected discontinuous reception (C-DRX) mode. The SPS transmit periodicity may be adjusted with respect to the SPS activation command and the SPS interval UL (for uplink). Data may then be transmitted during the C-DRX On-Duration periods according to the determined SPS transmit periodicity. In some embodiments, the SPS transmit periodicity is adjusted such that following a first C-DRX On-Duration period when an SPS activation command is received, SPS data transmission occurs a specified number of subframes earlier during each subsequent C-DRX On-Duration period than in the first C-DRX On-Duration period. The SPS data transmission in each subsequent C-DRX On-Duration period may take place as soon as the UE device wakes up during the On-Duration period.

A method for reducing power consumption in connected mode discontinuous reception is disclosed. The method can include a wireless communication device sending a transmission for a pending HARQ retransmission process and receiving an ACK for the transmission. The method can further include the wireless communication device determining a subset of remaining uplink transmission opportunities in the pending HARQ retransmission process to monitor for an uplink grant in response to receiving the ACK and monitoring the subset of remaining uplink transmission opportunities for an uplink grant. The method can additionally include the wireless communication device entering a sleep state for any uplink transmission opportunities remaining in the pending HARQ retransmission process after monitoring the subset of remaining uplink transmission opportunities in an instance in which an uplink grant for the pending HARQ retransmission process is not received for any of the subset of remaining uplink transmission opportunities.

Techniques are disclosed relating to broadcasting and receiving system information in a radio access network (RAN). In one embodiment, a base station includes at least one antenna, at least one radio, configured to perform cellular communication using a radio access technology (RAT), and one or more processors coupled to the radio. In this embodiment, the base station is configured to broadcast first system information blocks (SIBs) encoded using a first coding rate and a first identifier. In this embodiment, the base station is also configured to broadcast second SIBs encoded using a second coding rate that is lower than the first coding rate and a second identifier. In this embodiment, the second SIBs include only a portion of the information included in the first SIBs and the second SIBs are usable by user equipment devices (UEs) having a limited link budget to determine access parameters for the base station.

A method for initiating a codec rate change during a VoIP call by a wireless communication device is disclosed. The method can include the wireless communication device establishing a first codec rate for use in the VoIP call during a call establishment phase; using the first codec rate to encode voice data for transmission during a first portion of the VoIP call; determining a channel quality while using the first codec rate; determining that the channel quality satisfies a threshold for requesting a codec rate change; requesting a codec rate change from the first codec rate to a second codec rate in response to the channel quality satisfying the threshold; and using the second codec rate to encode voice data for transmission during a second portion of the VoIP call.

Loading estimation of 3GPP networks. One or more metrics relating to a cell of a 3GPP network may be measured. Loading of the cell may be estimated based on the one or more metrics. The metrics may include metrics measured, estimated, or derived at multiple layers, possibly including one or more of physical layer, radio link control layer, radio resource control layer, or application layer metrics.
