Abstract: A non-transitory recording medium including a program is provided. The program causes a processor to divide a picture into tiles. The tiles are coded to generate pieces of coded data, each of which corresponds to a different one of the tiles. In this regard, a first tile of the tiles is coded with reference to coding information of an already-coded tile neighboring the first tile when a boundary between the first tile and the already-coded tile is a first boundary. The first tile is coded without reference to the coding information of the already-coded tile when the boundary between the first tile and the already-coded tile is a second boundary. A bitstream including the pieces of coded data is generated. The bitstream includes tile boundary independence information which indicates whether each boundary between the tiles is one of the first boundary and the second boundary.

Abstract: An image decoding method of decoding, on a per-block basis, a coded image included in a bitstream, includes: performing arithmetic decoding on a current block to be decoded; determining whether or not the current block is at the end of a slice; determining, when it is determined that the current block is not at the end of the slice, whether or not the current block is at the end of a sub-stream which is a structural unit of the image that is different from the slice; and performing arithmetic decoding on a sub-last bit and performing arithmetic decoding termination, when it is determined that the current block is at the end of the sub-stream.

Abstract: A decoding method and apparatus are provided. A first candidate having a first motion vector that has been used to decode a first block, a first prediction direction that corresponds to the first motion vector, and a first reference picture index that identifies a first reference picture is derived. A second candidate having a second motion vector that has been used to decode a second block, a second prediction direction that corresponds to the second motion vector, and a second reference picture index that identifies a second reference picture is derived. When a total number of candidates is less than a maximum number, a third candidate is derived by combining the first motion vector and the first reference picture index for the first prediction direction of the first candidate and the second motion vector and the second reference picture index for the second prediction direction of the second candidate.

Abstract: An encoding apparatus of encoding units included in a picture is provided. The encoding apparatus generates a first flag indicating whether a removal time of encoded data from a buffer by a hypothetical decoder is set per unit. When the removal time is set per unit, a second flag is generated which indicates whether an interval between removal times of the units is constant. When the second flag indicates that the interval is constant, common-interval information is generated which is distinct from the second flag and indicates a constant time interval between the removal times of the units. A bitstream including the encoded data, the first flag, the second flag, and the common-interval information is generated, with the common-interval information being included in control information of the bitstream.
