Abstract: A smart card device for personal authentication, a terminal system for processing the smart card device, and a method for authenticating a user are provided to correctly authenticate the user while applying to an electronic payment as well as entry control, login control, and a sealing function by applying to the personal authentication of the user. A smart card chip(121) includes identification information of the user. A transceiver communicates with the smart card chip through a wired/wireless mode. A biometric recognition module(127) recognizes biometric information of the user and enables the information stored in the smart card chip to be transmitted through the transceiver when the recognized biometric information is identical with the registered biometric information. The smart card device has a ring shape, the smart card chip is mounted to an upper end of a ring, and the biometric recognition module recognizes surface of a finger putting the ring while being mounted to a lower end of the ring.
