Abstract: PURPOSE:To rapidly perform predetermined reaction with good efficiency, by connecting plural stages of processes each performing the reaction of a water-soluble component and an oil-soluble component while dispersing the oil-soluble component throughout the water-soluble component by allowing said oil-soluble component to pass through a base material having fine pores. CONSTITUTION:A reaction unit, wherein the cylindrical vessel, of which the one end is partitioned by a base material having fine pores, is filled with a water-soluble component and an oil-soluble component is passed through a dispersing device comprising a base material having fine pores from below to be dispersed and raised, is prepared and a plurality of the reaction units are vertically connected to continuously perform non-uniform reaction in multiple stages.
