Abstract: PURPOSE: A video encoding device and a method thereof are provided to separate a differential image block into non-border area and a border area base on border line within the differential image block, thereby increasing energy compaction. CONSTITUTION: A signal divider(131) divides a differential image block into the first area and the second area. Through DCT(Discrete Cosine Transform), a converting and encoding unit(133) performs conversion encoding of the first area. A quantization unit(135) quantize output of the conversion encoding unit in a frequency domain. A spatial area quantization unit(137) quantizes the second area in a spatial domain. By using the quantization unit and output of the space area quantization unit, an entropy encoding unit(180) performs entropy encoding.

Abstract: PURPOSE: An apparatus and a method for data transmitting and receiving are provided to optimize the parallel transfer in the multi transmission channel. CONSTITUTION: The parity byte is processed the forward error correction coding in input data. The data and parity bytes are classified into a plurality of blocks(S102). The frame including the virtual frame corresponding to the virtual lane blocks is created by mapping in virtual lanes(S103). The frame is transmitted through one or more transmission channels(S104). The frame successively maps and creates the blocks in the virtual lanes.

Abstract: PURPOSE: A frame alignment signal detecting method in an OTN(Optical Transport Network) system and a device thereof are provided to detect a frame alignment signal from a parallel frame type by converting a frame signal into a parallel signal of a low speed. CONSTITUTION: An optical module(10) converts a high speed optical signal to a plurality of low speed signals. The optical module outputs a plurality of the low speed signals to a parallel frame type. A parallel frame processing unit(20) includes a frame detection part(24). The fame detection part includes a first frame detector, a bit alignment part, and a second frame detector. The parallel frame processing unit detects a frame alignment single from a parallel frame outputted from the optical module.

Abstract: PURPOSE: A pseudo-inverse multiplexsing/demultiplexing method and an apparatus thereof for the various client signals are provided to accept two clients and support the mapping method mapped OPUk-Xv(Optical Payload Unit-virtual concatenation). CONSTITUTION: A frame setup unit(104) decides the kind of the successive slots for mapping the client signal. The frame establishment part partitions the virtual concatenation optical channel payload unit into 1 or more cascade slots. An overhead generator(106) generates the frame constitution information related to the cascade slot. Abstract: PURPOSE: A method for inferring radio refractive index is provided to estimate a radio refractive index according to heights using an electric wave characteristic by estimating an accurate refractive index and simplifying a receiving structure. CONSTITUTION: A path loss measuring result is obtained(301). For the above process, a transmission side changes set frequencies and transmits the changed frequencies, and a receipt side measures a path loss corresponded to each frequency using one antenna. A path loss result is forecasted in the same band as a frequency used in a measuring process using an electric wave model having a refractive index profile of an atmosphere as a variable(302,303). A similarity between a path loss measuring result and a path loss forecasting result is judged(304). In the case that a judgement function is approached to '1', that is, a fixed condition is satisfied, a predetermined set refractive index profile becomes a refractive index profile to be estimated(305). If a fixed condition is not satisfied, new refractive index profile is set(306) and the process is returned to the above (303) stage.
