Abstract: Systems and methods for performing measurements of one or more cells during an small data transmission (SDT) procedure between a user equipment (UE) and a network when the UE is in a radio resource control (RRC) INACTIVE state are described herein. Beam and/or cell measurements taken during an SDT measurement period of the SDT procedure may be used to determine one or more respective cell qualities, among other possibilities. Beginnings and endings of the SDT measurement period, and the manner (timing) for taking measurements within the SDT measurement period, are also described. The cell qualities so determined can then be used to monitor, during the SDT measurement period, for a measurement event, which causes the UE to send a measurement report to the network having data determined using those cell qualities, and/or to send messaging intended to induce the network to change the RRC state of the UE.

Abstract: Systems and methods for multicast data traffic service continuity under multicast-broadcast services (MBS) operation during a radio resource control (RRC) state or mode transition are described. In some embodiments, a user equipment (UE) receives, from a network, while in an RRC connected mode, an RRC release message comprising an RRC inactive mode point to multipoint (PTM) configuration that uses an MBS session to receive multicast data traffic while the UE is in an RRC inactive mode; enters the RRC inactive mode from the RRC connected mode in response to the RRC release message; and uses the RRC inactive mode PTM configuration to receive, from the network, the multicast data traffic of the MBS session while the UE is in the RRC inactive mode. Cases where a UE instead re-uses an RRC connected mode PTM configuration after transitioning to the RRC inactive mode are also described. Analogous network behaviors are described.

Abstract: Transmission occasions in a multi-PUSCH CG cycle can be identified as unused transmission occasions (UTOs) or used transmission occasions. HARQ PIDs for transmission occasions of the multi-PUSCH CG cycle can be determined prior to processing the first PUSCH. UTOs among all transmission occasions of the multi-PUSCH CG cycle can be determined based on a CG timer associated with the HARQ PIDs, status of a logical channel buffer associated with the multi-PUSCH CG, and prioritization of additional grants. HARQ PIDs can be remapped or changed to no longer be blocked by the CG timer. Overlapping transmission occasions of other grants may or may not be prioritized based on whether they overlap with multi-PUSCH CG transmission occasions already identified as UTOs. The use status of the transmission occasions can be reevaluated when certain conditions are met. Base stations can automatically refrain from decoding multi-PUSCH CG transmission occasions blocked by a CG timer.

The indication to release the radio resource control connection may configure resources for performing uplink transmissions while in the radio resource control inactive mode. A timing advance may be maintained while in the radio resource control inactive mode. An uplink transmission may be performed using resources configured for performing uplink transmissions while in the radio resource control inactive mode. The uplink transmission may be performed using the timing advance.

Abstract: While in an inactive state, a user equipment (UE) device transmits a message to a base station. The message indicates the UE device's intent to perform transmission and/or reception of user data with the network during the inactive state. The message may include a portion of the user data and/or a buffer status report. The UE device receives a response message that induces a state transition in the UE device. Different state transitions (e.g., to idle, inactive, legacy inactive, connected) may be induced by different types of response message (e.g., release, release with suspend configuration, resume, setup). One particular type of response message causes the UE to stay in the inactive state and enables subsequent user data transmission/reception in the inactive state. The response message may implicitly (or explicitly) indicate that forwarding of the user data to a core network was successful.

Abstract: This disclosure relates to techniques for reducing latency in a high-propagation-delay wireless communication system. A user equipment device (UE) may transmit to abase station (BS) a first buffer status report (BSR) indicating an amount of uplink data buffered by the UE for transmission to the BS, and may subsequently transmit to the BS a first BSR update message indicating that an additional amount of uplink data has been buffered by the UE subsequent to transmission of the first BSR. The first BSR update message may be transmitted prior to expiration of a timer authorizing transmission of a second BSR following the first BSR. The UE may receive from the BS an uplink grant allocating resources for transmission of at least a portion of the uplink data buffered by the UE. The uplink grant may have a size based on the first BSR and the first BSR update message.
