PROBLEM TO BE SOLVED: To provide a method and an apparatus for setting packet headers in a wireless communications system. SOLUTION: The method includes initiating a "use of the special value of the header extension type field" mode, and setting the header extension type field to indicate that a last octet of a PDU (protocol data unit) is a last octet of an SDU (service data unit) when the last octet of the PDU is the last octet of the SDU and there is no concatenation of SDUs to the PDU inside the PDU. PROBLEM TO BE SOLVED: To provide a method and an apparatus of transmitting a PDU (protocol data unit) in a UE (user terminal) of a wireless communication system. SOLUTION: The method includes stages of : receiving reordering PDUs which are a protocol entity and include a PDU sequence wherein the starting PDU has a remainder segment of a segmented PDU at the front end and the final PDU is a complete PDU, forming a complete PDU by connecting the starting PDU and a previously stored PDU segment and transmitting it to a protocol entity of a layer above the protocol entity when the reordering PDUs are a succession of previously stored PDU segments, and transmitting PDUs different from the starting PDU among the reordering PDUs to the higher-layer protocol entity.
