PROBLEM TO BE SOLVED: To provide a detector for detecting a shut-off frequency of a pulse signal exceeding preset maximum specified speed and method thereof.SOLUTION: The detector detects shut-off frequency when the frequency of a pulse signal as a processing target exceeds a preset maximum specified speed due to various reasons such as noises, system design error to facilitate taking appropriate measures. The detector includes: an input processing section that, when a first pulse signal as a monitoring target pulse signal is input, generates a second pulse signal at a point when a rising edge and a falling edge of an input first pulse signal appear; a counter that counts a clock signal for the second pulse signal generated by the input processing section; a reset processing section that resets the counter every preset period; and a detection section that, when the output value of the counter in a preset period exceeds a preset threshold value, generates and outputs a shut-off frequency detection signal.

PROBLEM TO BE SOLVED: To display energy price information changing as needed depending on the time of day under a price fluctuation system, and to enable a user to respond appropriately by displaying an estimated price predicted when smooth reception of the energy price information is impossible.SOLUTION: A device for energy display relating to this invention is installed at each energy user, and especially displays energy price information which is transmitted by a central server depending on the time of day in accordance with an energy price fluctuation system. If the device cannot receive the energy price information from the central server, the device predicts and displays an energy price. The device can predict the energy price rationally based on past energy price information received from the central server. The device displays the predicted energy price on a display module, and can also inform it to a user immediately by transmitting it to the user's portable terminal, an In Home Display (IHD) and so on.
