본 발명은 디지털 멀티미디어 방송(DMB)의 수신기 측에서의 재난 경보 서비스를 위한 시그날링 장치로서, 상기 DMB 내의 서비스의 수신을 위해 지정된 전송 채널과 독립적으로 상기 DMB 내의 빠른 정보 채널(Fast Information Channel) 내에 미리 지정된 재난 경보 서비스 전송 채널이 존재하는 지 확인하는 재난 경보 서비스 전송 채널 확인부와, 상기 재난 경보 서비스 전송 채널이 존재하는 경우 상기 재난 경보 서비스 전송 채널을 통하여 전송되는 재난 경보 서비스 데이터를 분석하여 상기 재난 경보 서비스의 제공 여부를 판단하는 재난 경보 제공 여부 판단부와, 상기 재난 경보 제공 여부 판단부의 판단 결과에 따라서 상기 서비스의 제공과 독립적으로 상기 재난 경보 서비스를 제공하는 재난 경보 서비스 제공부를 포함하는 재난 경보 서비스를 위한 시그날링 장치에 관한 것이다. 본 발명에 따르면, 일반적인 서비스 또는 방송 프로그램과 별도로 재난 경보 서비스를 독립적으로 수신하여 제공 가능하도록 재난 경보 서비스를 미리 지정된 형태로 전송하고 수신함으로써 MCI 또는 시스템 정보의 정보량 추가를 최소화하면서도 앙상블 또는 채널 전환시의 시간 지연을 최소화하며, 수신기의 기능 추가를 최소화하면서도 재난 경보 서비스의 제공이 가능하며, 재난 경보 서비스를 위하여 미리 확보된 공간을 이용하여 다중화 과정의 부하를 줄일 수 있다. 디지털 멀티미디어 방송(DMB), 디지털 방송, 재난 경보 서비스(AEAS), 시그날링, 재난 경보 메시지, 재난 경보 추가 정보

PURPOSE: A signaling apparatus, a method thereof and a computer-readable recording medium are provided to receive a disaster warning service independently. CONSTITUTION: A signaling apparatus comprises a disaster warning service data analysis unit, a determination unit for judging whether to provide a disaster warning service(130), a disaster warning service providing unit(150). A disaster warning service data analysis is transmitted through a disaster warning service transmission channel. The disaster warning service providing unit offers the disaster warning service independently of the offer of a service.

A personal information provider(32) receives a reference request from a 119 briefing room(4). The personal information provider provides personal information of a user to the 119 briefing room. A hospital notification unit(34) receives hospital information from the 119 briefing room. The hospital notification unit notifies a related hospital of the hospital information. An emergency rescue system for a handicapped person getting on an electric motion wheelchair and a method thereof are provided to enable a handicapped person to request an emergency rescue service conveniently when an emergency situation occurs. When an emergency situation occurs in a handicapped person getting on an electric motion wheelchair, an emergency request terminal(2) transmits an emergency rescue request signal. An emergency rescue request unit(34) grasps a current position of an emergency rescue target from the emergency rescue request signal. A system and a method of an emergency patient transportation service are provided to transmit body images and vital signs of an emergency patient to a fire fighting disaster prevention center in real time to provide a more accurate emergency treatment method, thereby providing more suitable optimized emergency treatment regarding the patient. An emergency patient management server receives an emergency call signal including identification information through a network(S10). The server reads out medical information of the emergency patient corresponding to the identification information by searching a database in which personal information of people, medical information and medical center information including main hospital information are stored(S12). The server notifies the current position information of the patient to a dispatch team(S14). An emergency treatment method is transmitted to a transportation device through wireless communication(S30). PURPOSE: A forest fire monitoring apparatus using a thermal imaging camera and a method thereof are provided to detect accurately smoke with the unique pattern analysis of the smoke even when the smoke is hidden by fog or cloud, thereby enabling the forest fire to be under control at an early stage. CONSTITUTION: A forest fire monitoring apparatus using a thermal imaging camera comprises a thermal imaging camera (10), a foreground/background division unit (110), an object extraction unit (120), an object tracking unit (130), a pattern storage unit (140), and an output unit (150). The foreground/background division unit receives consecutive thermal imaging data from the thermal imaging camera and divides each thermal imaging data into a foreground image and a background image according to a long-term background modeling mode. The pattern storage unit includes pattern information considering the temperature range, movement direction, or spread of smoke generated by a forest fire. The object extraction unit extracts objects within the temperature range included in the pattern information based on brightness information according to the temperature of objects which is included in the foreground image divided by the foreground/background division unit. The object tracking unit monitors the objects extracted from the consecutive thermal imaging data by the object extraction unit, and outputs forest fire information when an object of which a change of a pixel number or the movement direction satisfies the pattern information is detected.
