Abstract: A powder foundation cosmetic composition is provided to prevent titanium dioxide from being aggregated into one another as time goes on, make the titanium dioxide evenly distributed in the composition, have higher SPF compared with a composition comprising the same content of powdery titanium dioxide and reduce white crystals caused by the aggregation of the titanium dioxide. A powder foundation cosmetic composition comprises a titania gel where titanium dioxide having an average particle diameter of 30-500 nanometers and coated by silicone oil to prevent aggregation between particles is dispersed in a volatile siloxane solvent by mixing the silicone coated titanium dioxide, a dispersing agent and the volatile siloxane solvent and is characterized in that the volatile siloxane solvent in the titania gel is evaporated when the titania gel is mixed by heating and agitating to make nano-sized titanium dioxide be dispersed, thereby preventing the aggregation. A method for preparing the cosmetic composition comprises the steps of: (A) coating the silicone oil on the nano-sized titanium dioxide surface; (b) mixing the nano-sized titanium dioxide, the volatile siloxane solvent and the dispersing agent to prepare the titania gel; (b) mixing ingredients constituting the make up cosmetic composition using a mixer to prepare a makeup cosmetic mixture; (d) spraying the titania gel onto the makeup cosmetic mixture; and (e) increasing the temperature of the mixer to 75-90 deg.C with mixing the mixture at low speed to evaporate the volatile siloxane solvent. Further, the powder foundation cosmetic composition is a form selected from two-way cake, pact and powder.
