    Abstract: In improved LTE networks, carrier aggregation can expand effective bandwidth delivered to a user terminal through simultaneous utilization of radio resources across multiple carriers. UE in an idle mode intending to receive an MBMS service in a scenario in which MBMS transmission is scheduled in only one band or cell attempts to camp onto a frequency or cell supporting an MBMS service. As a result, more UE can be camped onto a cell or frequency supporting an MBMS service than a cell not supporting an MBMS service. Because of this structure, particular cells/frequencies become more congested than other cells/frequencies. In order to mitigate this overloaded condition, it is required to provide appropriate camping behaviors as well as to secure an appropriate convergence and dispersion mechanism in carrier aggregated LTE networks supporting an MBMS service. In order to resolve the problems, the present invention discusses specific aspects on an idle mode related to MBMS service continuity and, in particular, the present invention includes aspects covering issues of convergence, dispersion, and prioritization of cells when a user terminal is in idle mode.
