Abstract: An apparatus and a method for generating a sub-channel in a communication system are provided to secure diversity performance by generating the sub-channel using EPUSC(Evolutionary Partial Usage of Sub-channel) tiles. Abstract: A power control apparatus in a wireless communication system and a method thereof are provided to execute UL(Uplink) power control more exactly in consideration of both UL channel quality information and DL(Downlink) channel quality information by calculating the average channel quality information using UL and DL channel quality information, transmitting the difference from a reference CINR(Carrier to Interference Noise Ratio) value to an MS(Mobile Station), and executing power control. A BS(Base Station) demodulates a CQICH(Common Quality Indicator CHannel) and acquires the first CINR(601). The BS measures the second CINR using a received signal(603). The BS calculates the average CINR using the first and second CINRs(605). Then the BS judges whether a message, of which UL_BURSTCID_Flag is set to "1", is received(607). If such a message is received from an MS, the BS measures a CINR offset, or the difference between a reference CINR and the average CINR, for the execution of power control(609). The BS creates a power control message containing the created CINR offset and transmits it to the MS(611).
