    Abstract: PURPOSE: A surface tension measuring device and a measuring method are provided to simply measure the surface tension of conductive fluid and non-conductive fluid by using electrical properties. CONSTITUTION: A surface tension measuring device includes a substrate (11), an electrode (12), a dielectric layer (13), a receiving unit (14), and a voltage applying device (40). The electrode is formed on the substrate. The dielectric layer is formed on the upper part of the electrode. The receiving unit receives conductive fluid (30) for covering the electrode. The voltage applying device applies a voltage between the electrode and the conductive fluid. Non-conductive fluid (20) is supplied to the receiving unit to be arranged on the electrode inside the conductive fluid while the dielectric layer is interposed between the electrode and the conductive fluid.
