    Abstract: PURPOSE: A high voltage pulse discharging apparatus for treating vessel ballast water is provided to generate high voltage pulse discharging and to minimize the charge leakage of a seawater path by partially exposing the end parts of a pair of electrodes. CONSTITUTION: A high voltage pulse discharging apparatus for treating vessel ballast water includes a high voltage electrode, a ground electrode, and a power supplying unit(400). The high voltage electrode is arranged at one inner side of a seawater pipe(100). The ground electrode is arranged in the seawater pipe and is spaced apart from the high voltage electrode. The ground electrode faces the high voltage electrode. The power supplying unit applies high voltages to the high voltage electrode. The high voltage electrode and the ground electrode are surrounded by insulators. The end parts of each electrode are partially protruded to the external side of the insulators. O-rings are inserted to the connecting part of the electrodes and the insulators.
