Abstract: A system and a method of managing facilities for handicapped persons using electronic tags are provided to authorization for using the facilities without having to station managing personnel at the sites by attaching RFID tag on handicap permit. A system of managing facilities for handicapped persons using electronic tags comprises an electronic tags recognizing unit(100) capable of reading and recognizing electronic tags attached on handicap permit on vehicles using a RFID reader(110) and a RFID antenna(120), a data collecting unit(200) sequentially extracting the data read by the electronic recognition unit and processing the data into analyzable data, a data analyzing and discerning unit(300) for determining whether a person is authorized to use the facilities by analyzing the data collected by the data collecting unit, and an integrated control unit(400) controlling an automatic control device(410) to grant access to the facilities if the person is determined to be in appropriate handicap class. A method of managing access to the facilities for the handicapped comprises the steps of: reading and recognizing the electronic tags attached on the handicap permit or on decals using RFID reader and RFID antennas; installing RFID reader and RFID antennas on facilities and reading the electronic tags; recording handicap data on the electronic tags and attaching the tags to the handicap permit or on the decals; and transmitting the data read to the data collecting unit. The data is collected into personal information(210), type of handicap(220), and handicap class(230). In order to compute the handicap class for each of the facilities, predetermined points are assigned to type of handicap and handicap classes. A person data is analyzed to determine whether the person has two handicaps on a single class(312), or two or more handicaps on different class of handicap(313), and searching the facility DB to consider exceptional provisions(322) and totaling the points(321) to determine the accessibility to the facilities.
