Abstract: Environment contaminant cancellation technique using a nano structure oxide thin film is provided to improve convenience, safety, sustainable hydrogen production comparing to a conventional a method using high pressure hydrogen. A device for removing a perchlorate ion includes the followings: a first electrode(101) generating a proton electron when light is irradiated by forming a photoelectrochemical conversion oxide; a proton conduction film(105) moving a hydrogen, and formed between the first electrode and the second electrode; and a conducting wire in which an electrode is moved by connecting the first electrode and the second electrode. The first electrode and the second electrode are made of carbon fiber or carbon paper.
