    Abstract: PURPOSE: A communications method between a base station and terminals using a group based communications scheme is provided to group multiple machine-to-machine (M2M) terminals installed in a fixed location into multiple groups according to a modulation and coding scheme (MCS) level. CONSTITUTION: In a communications method of a base station communicating with multiple terminals which are installed in a fixed location, the multiple terminals are grouped into multiple groups based on a channel state between the base station and each of the multiple terminals. A different uplink resource is allocated to each of the multiple groups within uplink resources. A different MCS is determined for each of the multiple groups.
